chore(htwg-1): disable OTEL SDK to stop Grafana export noise

Browse Source 
Sets OTEL_SDK_DISABLED=true in htwg-1-prod overlay so the OTel SDK
never initializes — eliminates export attempts to Grafana Alloy.
